If I'm remembering correctly, McCutcheon formulated a theory that because space was expanding, the space between particles was also expanding. This theory suggests that the acceleration of gravity is caused by this elementary expansion. And because everything is expanding, we could never measure it or see it's physical effects. I believe the downfall of this theory was his inadequate explanation for the tidal effects. If I remember right, he claimed the tides were caused by an electrostatic mechanism.
