If an equal volume of water were heated with a kettle or a microwave, which would raise the liquid to boiling point first?

Microwave ovens normally have an output of 800 watts while kettles have about three times that power.
The only time the microwave would win out would be with a tiny amount of water which would begin heating straight away while the element of the kettle would be adsorbing the power.
