Since a decreasing gravitational potential will dilate time does this mean that it slows down the increase in entropy? Therefore do black holes stop entropy from increasing at all?

No expert but is not time dilation observer dependent?
Does time pass just the same in the Black Hole?

To an observer far from the black hole, in what we might term normal conditions, the interactions of objects close to the horizon appear to slow dramatically. Thus to observer's in the exterior universe entropy increases more slowly near the black hole. So the rate of increase in entropy must be a function of gravitational potential.
