Re that 42" monitor: I suspect that because of the rather large desktop icons, and the fact that the operator is sitting very close to the screen, it's because he has a sight impairment and using a very large monitor does away with the need for screen magnifiers etc.  Note also that the person in the next 'cube' has got big screen guy's tower on their desk instead of his own, which is a bit unusual in a 'cube' environment and suggests that it is to help big screen guy.

... it's because he has a sight impairment

The big screen was a supposedly perk, not a visual aid. Here is the photo caption I linked to ...

Quote
In 2005 I was working for a "telemarketing" firm somewhere on the east coast. Morale was so bad at the company, management went to great lengths to keep people that actually worked hard. One of the ways they did this was a short lived but highly entertaining award for "Employee of the Month". The employee was treated to answering calls from a "special" desk with a "42" monitor. Here is the first and last employee of the month winner. The next months' winner could not go more than two days with the XL monitor stating his "retinas were getting burned out by the the screen".

So rather than alleviating sight problems, it was causing them.  [:)]

[I suspect it would literally be a pain in the neck too,
as he would constantly have to move his head to see different parts of the screen].
