I don't really know who invented Kleenex, I only know the brand name was registered in the 1920's, and I assume that using tissue paper for towels started about that time, too.

Tissue paper was used in some of the WW1 gasmasks as a filter, its use as toilet paper probably goes as far back as 1880.  (Probably :  I have no confirmation on that)

Production of tissue paper involves the use of a "Yankee cylinder" :  a super heated dryer cylinder, where the heat does not only come from the cylinder but also from the superheated air around it.

Yankee cylinders can also be used on heavier papers, to create a smooth side.
