Yes but they have to be designed to take charge that way.  the most common devices that are charged by inductance is electric toothbrushes.

Yes. Effectively you have the primary of a transformer "outside" and the secondary "inside". There is some loss of power because it is hard to get very good coupling between the windings, but is fairly common and useful in some applications.
