How do we judge which genome library is good or poor?

Is it a chromosomal walking technique that they use to find if there is any DNA sequence missing from a genome bank?

In any case, no gene exists in isolation.  The genes interact with each other, and any one gene is meaningless except in the context of other genes it interacts with.
