Universal constants are constants in all dimension which differ in all frames ...

is the value of constants like Plancks constant ,permittivity etc. is the same in moving frame and stationary frame?

If these constants were not the same in all frames of reference then they would not be constants. What this shows is that there is no absolute frame of reference against which all other frames of reference should be compared; frames of reference can only be relative.
That these constants do appear to be the same in all frames of reference is evidence for the concept/theory of relativity being true.

Principle of relativity: all inertial frames of reference are mechanically equivalent. So those constants are the same by definition of inertial frame of r.
