what exactly is the step by step calculation to arrive at 2.0% sodium hydroxide solution use in handmade paper making?

The fact that that sodium hydroxide is water-soluble helps to make it ideal for use in a number of liquid-based products.

Are we assuming that it is 2.0% by mass?
