Title: Energy to turn an electrostatic dipole

If I take an electrostatic dipole (+/-) and I place it on an arm. I turn the arm, the electrostatic dipole don't turn around itself. Far away, I see an electrostatic dipole that turns and I don't need any energy to turn the arm (without mass in theory).
