It's thought to be too hot due to a runaway greenhouse effect like that on Venus.

Gliese 581 (http://en.wikipedia.org/wiki/Gliese_581) is about 20 light-years away from Earth, so it's a pretty "close" neighbor (by astronomical standards).
The planets have been detected because they wobble the star. But even our best telescopes can't actually see the planet because of the glare from the parent star.
There is a proposal to launch a space telescope called Starshade (http://en.wikipedia.org/wiki/New_Worlds_Mission#Starshade), which would block the light of the central star, allowing imaging of the planets around the star. If the planet is bright enough, it should be possible to collect a spectrum, and identify if it has an atmosphere, and what are the main chemicals in it.
That might give us some hints that life-as-we-know-it may exist on a planet. But the most likely way to detect intelligent life may be by detecting some form of communication, such as SETI (http://en.wikipedia.org/wiki/Search_for_extraterrestrial_intelligence) is attempting.

It's thought to be too hot due to a runaway greenhouse effect like that on Venus.
Too hot? It's said that there are rivers and mountains, I think the temperature is appropriate.
