what do u get if you mix aluminum foil with hydrochloric acid, then boil the liquid away it appears to be some sort of white powder, aluminum chloride perhaps?

That sounds very likely to me. You should get aluminium chloride if you can get aluminium to react with HCl and AlCl3 is a white powder.

Um, yeah, but I think, although I'm not sure, that AlCl3 reacts pretty vigorously with water (it's a strong Lewis acid). You might get AlCl3, but you might equally get some kind of oxide or hydroxide of aluminium...

Rosy is right, Al2O3 without a doubt.
