How fast will acoustic electronics need to be to avoid any phase shifting to create anti noise?

It's already been done. Noise cancelling is quite common now.

Both bose and sennheiser make reasonable consumer headphones with active noise cancelling.  They are great for getting rid of the steady drone of old jet-liners or the london underground

2 or 3 years ago I seen a car commercial, they used DSP as a selling point.
After that year I see no mention relating to Car noise and DSP
That is why I asked I thought it may been only a one time auto builders adventure

Bose equipment really has cornered the sound market. Providing excellent audio!
