Title: Is flywheel a clock?

I would like to know if I can apply the clock formulas of special relativity to flywheels?

The strength of materiel's are too low for the peripheral speeds to show any relativistic effects.

A ring shaped particle accelerator, evenly filled with particles, is a flywheel.

Time dilation would allow this flywheel to change its linear speed like a normal object, while spinning. (a "normal" object can be accelerated from 0 to almost c)
