Light speed is frame independent :)
Meaning that from whatever frame you're in, moving or still (relative something else measured), you still will find light moving at the same speed in a vacuum. So what relation does it have to time? Well, to me it seems to be related to you, as it will express the same constant 'balance' no matter where you are. Distances may shrink, but the speed of light is a invariant constant as I understands it, only relative densities it travels through (like glass).
