Title: How can I block ultrasound at frequencies that tickle the skin?

I've been able to block freq that feel like a vibrating tuning fork successfully with an eps liner and closed cell poly foam. Not freq that tickle/itch the skin though.

Really in RD shapes?

Formication can be general or just in certain areas, depending on the cause.

To feel ultrasound you'd need two ultrasound sources in line-of-sight, operating at slightly different frequencies so generating a lower beats (http://en.wikipedia.org/wiki/Beat_%28acoustics%29) frequency , low enough to be felt. 

BTW here's the cheapest [new] ultrasonic detector I can find ...

It's a toy but apparently it does work and you could conduct experiments to see if you are being bombarded with ultrasound, (which you are not) , and find out if ultrasound can penetrate walls & windows.

A jet-engine 100 feet away produces 140dB of sound energy.

Have you noticed any jet-engine-sized equipment being installed within 100 feet of you ?,
[ if it emitted ultrasound-only it would have to be closer and/or more powerful than a jet engine at 100 feet, as air transmits audible-sound better than ultrasound, and need to be louder-still if a wall separated you from the alleged source ].

If the CIA / FBI / MI5 / B&Q /  have miniatured these devices, and their huge energy supply, so they are not conspicuously visible, use your ultrasound-detector to track them down : the closer you are the louder it will become ... http://hyperphysics.phy-astr.gsu.edu/hbase/acoustic/invsqs.html

Alternatively consider the possibility that the phenomenon is endogenous (http://www.thefreedictionary.com/endogenous).
