Why am I unable to access this URL with IE8 but have no problem with Safari.

   http://www.cs.virginia.edu/~robins/Ada_and_the_First_Computer.pdf

I just viewed it with IE8. It took a long time to load, though. Firefox & K-meleon got it a lot quicker.

Is there a setting in IE to block PDFs?

Sounds like you switched off IE while you were being asked about "opening the document as an add-in in Explorer". The Windows registry may not have got to setting up IE.
What i think you can do is to open a PDF in IE from the disk to test it.
Also check the settings in the Adobe Reader (Open the Reader) panel application too.
Panel menu called: document - setup accessibility assistant.
Last question is "Do you want to show PDF's in the Web browser?".

I have just had a new version of IE8 foisted on me by Microsoft, I thought good they will have solved the .PDF problem but no such luck!

There is the possibility the PDF system is removed each time you clean up, the new method of thorough cleanup deletes all add-ins too.
   Try joining the PDF to the browser with the suggestion above, but also:

control panel - internet options - "Programs" - "manage add-ons" button

look for "Adobe PDF Reader Link Helper" in the list,
AcroIEHelper.dll
and see if it is there in the list and click on it to find if it is "enabled".

If not, remove Acrobat Reader and re-install it.

Thanks for the advice a reload of Acrobat Reader did the trick, I was relying on Acrobat com 7.0 but this had got lost somehow.
