Why do group 7 elements become less reactive as you go down the group?

The 'School' reason for this is the 'screening' effect of the inner shells of (-) electrons which gives the spare 'slot' less attraction to the (+) nucleus - as you go down the table because there are more shells.

Why group seven? It seems a bit... random, I would have thought gruop 17 would be more appropriate [:)] Did you mean group 17?
