Can we also judge an element which conducts electricity to be a metal? Please share your answers with us thanks!

All metals conduct electricity, but some, such as Aluminium and Titanium, are relatively poor conductors by comparison to copper.

No. Carbon is a very efficient electrical conductor for starters and it cannot be considered to be a metal.

All metals are good conductors of electricity. If a material is a good electrical conductor, however, it's not necessarily a metal, for example a water solution of salt.

All metals at particular conditions conduct electricity. So, some conditions make denial a metal its ability to conduct electricity.
