Do they? I've heard some people say that their eyes change color according to their mood or what they were wearing.
I have blue eyes but when I wear green, my eyes do appear to change colors. Tonight I was wearing a green blouse and my husband asked me if I had on green contacts.
Can they change color and if not what makes them look like they have?

Babies often have blue eyes, which will change to the natural genetic colour with exposure to sunlight.
I think prolonged exposure to strong sunlight can also change the eye colour in adults. It's a matter of melanin production.

Why not try this:
get one of the paint colour charts, stand in front of a white wall with the colour chart beneath your eye and take a photo when your eyes are the normal colour. then when you think your eyes have changed colour, repeat the standing in front of the wall thing and compare pictures.

I always assumed it was age, rather than sunlight, that changed babies' eye colour. Do they stay blue longer if junior is born in Winter?

It's a slightly different issue, but I perceive that my perception of colour sometimes changes when I'm unwell, perhaps if I have a particularly high temperature; familiar rooms (perhaps yellow or orange) seem slightly more greeny...

Metal deposits in the eyes can eventually change your eye color. I had green eyes my entire life, but when my chronic Lyme and electrosensitivities became more severe, I noticed my eyes began to develop copper splotches all around the pupil.
I took oral EDTA, which helps to remove metals, and they are now less green and have very little copper around the pupils. Instead, I now have a light gold ring around the pupils.
I read though that blue and brown are the only two eye colors. If your eyes are any other variance of these, such as green or hazel, you likely have metal and other toxic deposits in your eyes.

If you have developed copper rings on the peripheral cornea,
they could be Kayser-Fleischer rings (http://en.wikipedia.org/wiki/Kayser-Fleischer_ring) which are associated with Wilson's disease (http://www.patient.co.uk/showdoc/23068935/): a genetic inability to metabolize copper.
Wilson's disease can produce neurological symptoms which would be similar to those of Lyme disease.
Your "electrosensitivities" could actually be manifestations of endogenous neurological disease which you are incorrectly attributing to exogenous causes, (EM fields).
As copper deposits in the brain it can cause various symptoms:
Physical symptoms such as an odd type of tremor in the arms, slowness of movement, difficulty with speech, writing problems, difficulty swallowing, an unsteady walk, headaches, seizures.
Psychological symptoms such as depression, mood swings, inability to concentrate. Affected people may become very argumentative and emotional and may seem to have a 'change in personality'.

The gold rings I currently have surround the pupils, not the outer edge of the iris.
My copper and iron levels were fine, but I had a huge reaction to one iron pill.

The perception of color depends upon various factors.
These are the same eyes; however, depending on the light and surrounding hues, the eye color can appear quite different.
