Title: Lose weight,10-25 Lbs Maybe?

I am about 5'11'' and about 170 or so. 34 waist. I would like to get down to about 150 and a 32 (or less waist). I don't look visibly fat with clothes on but my tummy is a bit flabby underneath my clothes and it doesn't look good.

You don't list a lot of information. 
Age?  Male/Female?
Keep in mind that each person is a bit different.

There are many Height & Weight (http://blog.mygreencorner.com/health/height-weight-chart/113/). and Body Mass Index (http://www.vertex42.com/ExcelTemplates/bmi-chart.html) charts available on the internet. 

Your target of 5'11", 150 lbs may be on the low side for males, but not a bad target for females; depending to some extent on whether you are talking adults vs teenagers, body structure, musculature, and etc.

Diet and exercise should always be combined.  Personally I'm not big on the idea of paying extra to get fewer calorie packaged meals. 

Many of the popular diets are low carbohydrate diets.  You may find that you can loose a moderate amount of weight over a few months by restricting some of the grain types of carbohydrates along with sweets, as well as incorporating a healthy exercise routine.

I've mentioned elsewhere that blackberries tend to have a lot of non-digestible bulk that I find filling, but not fattening.  But, of course, the blackberry season is pretty much over here.

I didn't realize we were talking about tortoises. 

After about age 60 or 70, it may be appropriate to allow a small weight buffer in case of disease caused weight loss.
