Could we have micro landers for planetary exploration?

Instead of landing massive vehicles to conduct exploration of planets, moons, and asteroids, could we land solar powered micro vehicles with built in sensors over wide areas, then have the micro vehicles seek each other out? When in proximity to each other they would exchange all sensor data. When enough modules gathered they would self assemble into a transmitter and use their combined power output to send data back to earth.

I had searched today for more ideas on this topic and came across this paper with the same idea, for micro planetary explorers, imbedded in its conclusion, "Quantum Optical Communications System for Micro Robots" written by John Daniel Lekki.
