Could photons be considered as "deactivated matter"?

I am not sure about matter, I normally associate matter with things that have mass although EMR is considered as matter, Photons do seem ''dormant'' when passing through space, buts seems is not necessarily the truth. When we set a measurement to start off at 0, we are really setting the equilibrium, so if we say lights has 0 net charge, that would not be entirely true.


Added - If we calibrated the equipment in the dark , ''tared'' off to zero, then maybe we might measure a charge of light?
