if TNT has oxygen balance -74%... the explosive will be more strongest when its reach to zero percent 0%
.....how can you make it from 74% to zero percent ??

You can try converting it to hexanitrobenzene.

Realistically, you can't change the oxygen balance of something.
It's got a chemical formula and you can calculate the balance from that. to change the balance you would need to change the formula and then it wouldn't be the same material.

You can't change the chemical balance of compound. Each compound has it's own chemical formula. If you change it's balance it's nature will be changed.

trinitrotoluene has the formula C7H5N3O6 this formula defines the oxygen balance. You can use a different chemical compound with a different formula, and therefore a different balance. For instance trinitrophenol (picric acid), is structurally very similar to TNT, but with the formula C6H3N3O7. It has a better oxygen balance (and is a more powerful explosive, but it is also much more shock sensitive than TNT, and is also a strong acid--definitely very different from TNT)

So if you want to change the oxygen balance of a compound, really that means you want a different compound. Alternatively, a mixture of 2 or more compounds can result in a more optimized balance. Oxygen rich explosives like trinitroglycerine (C3H5N3O9) or ammonium nitrate NH4NO3 have been used in combination with TNT for a cleaner-burning, more powerful detonation.
