My questions are: Where does all water on the Earth actually come from and does new water arise right now on the Earth?

From what I understand that comets carring ice bombarded the earth over many billions of years depositing different all sorts of mineral elements and water.

Water is cycled thru evaporation and condensation we call weather.
It is not really new it is used water that Mother Nature recycles
Polar caps melting and freezing varies the levels of water.
