Title: Is the universe expanding because of the dynamics of charge of atoms?

What goes up falls back down unless it is charged positive ions such as rising air or expanding gases, 


Like wise charges repel, does the likewise charge of the sun relative to the like wise charge of Earth retain our orbit?
