Would this recipe darken skin and hair?

somebody gave mme the following recipe claiming it darkens hair growth and skin:
recipe is
Ethoxyldiglycol 20%-25%
Distilled water 60%-80%
Acetyl tyrosine (better absorbed than tyrosine) 1%-5% (water-soluble)
Angelica sinensis extract (dong quai) 1%-5% (glycol-soluble)
preservatives (up to you)
Could you help me and see if it's a good combo that could work? Thanks a lot

PS I've been looking into this lately, been reading about patents darkening hair and skin at the pigmentation level. In lots of patents L-phenylalanine ( precursor of tyrosine), tyrosine and/or L-dopa are involved ( as prescribed towards the end of the article: newbielink:http://www.cosmedix.com/skin-care-related-articles/skin-care-ingredients/chiral-skin-care

I guess the right way to get it to the hair follicle/dermal papilla would be easier to darken. I just need a good formula, Is there anyone who could help me?
