Title: Why are we only sensitive to certain frequencies?

I have been reading some article about hearing loss.  What puzzles me is that they say the audio range is between 20Hz and 20kHz. What does that actually mean? I can understand that below the frequency 20Hz the sound will be too low to hear and what about the upper limit 20kHz?  Does it mean the sound is too lound to hear?

The same question also applies to visible spectrum of 390-700nm (430-790THz). I can not comprehend it clearly.
