Centrifugal turbine Question

I am thinking of an alternative energy wind generator. I want to understand how to design a turbine which will take spinning air in around the sides of it and vent it out of the centre taking away the angular velocity.
I have seen some sort of thing like it on an online video but I have no idea how to size it and how to know how fast it will spin.
