What would be the requirements, method and summary?

How do I test to confirm I have correctly made Mn(CH3COO)2.4H2O?

Starting from what? You haven't specified. From anydrous Mn(CH3COO)2? From Mn(OH)2? From a salt of Mn2+? From KMnO4?
If you start from a salt of Mn2+ I think you can simply precipitate the hydroxyde with a strong base, filter and collect the precipitate after many washing with distilled water and then dissolve it with acetic acid; finally you let it crystallize by water vaporization.
If you start from KMnO4, you reduce it in acidic solution with, e.g. oxalic acid or other appropriate reducing agent (which you won't find in your hydroxyde); when the colour is vanished, the solution contains Mn only in the Mn2+ form.
