When are my muscles fully developed?

At what age are my muscles FULLY developed?
Ive heard many answers..
13
18
20's
I thought EVERYTHING stopped growing at 18..but ive read my muscles stop growing at 13.

muscles can be developed, toned, strengthened, etc.. your whole life.

The only things that stop growing in your teens are your bones, and maybe your gonads (not sure about this).

It was said that your brain stops growing when you are about 5 years of age, long before your teens (I don't know if this is any longer considered absolutely accurate, but certainly most of the growth will have finished by then, and after that you will generally start a process of nett loss).

Cartilage will continue to grow throughout your life (so you will have bigger ears and nose than you have now, and this will continue).

Muscles and fat can go up and down throughout your life, and is constantly regenerating itself.
