Forcing smokers to apply for a 10 permit to buy cigarettes could help people to quit, a government health adviser said.

Professor Julian Le Grand, chairman of Health England, said more people might stop smoking if they had to "opt in" by applying for an annual permit and paying a 10 fee.

"Some 70% of smokers actually want to stop smoking. So if you just make it that little bit more difficult for them to actually re-start or even to start in the first place, yes I think it will make a big difference," he told BBC Radio 5 Live.

He said some people would be deterred from smoking if they had to make the effort to fill in a complicated form, get a photograph taken and pay a charge.

"It's a little bit of a problem to actually do it, so you have got to make a conscious decision every year to opt in to being a smoker," he added.

The proposal is one of Health England's suggestions for preventing illness which has been sent to health minister Lord Darzi Simon Clark, of smokers' rights group Forest, said the smoking permit proposal was outrageous.

"We are becoming not just a nanny state but a bully state," he said.

"Smokers already face record levels of taxation and this would be another financial hit on them. Tobacco is a perfectly legal product.

"There are a whole host of things out there that are potentially dangerous. If smokers are targeted in this way, it's a very short step to slapping a similar charge on anyone who wants to buy alcohol or any other product ministers don't approve of."

What utter tosh.
A smoker will smoke until he/she wants to quit, years of adverts and warnings, and still we smoke. This licence will not stop that, how will they stop us nipping to calais for cheap, non licenced fags?

how will they stop the guy in the pub selling them?

In Australia they (shakey facts here, going from memory!) doubled the tax to stop people smoking, and it did not stop them, it just meant that the pooer of society paid more and had less money for food, etc.

new labour! even the tories would not dream such shite up.

It will have the effect of criminalising another section of the community - so what penalties are proposed to buying tobacco without a licence (and how do they enforce this for foreigners, or purchases at duty free shops?).

Would it make illegal purchasing tobacco on behalf of another person?  Would giving a person tobacco (not a purchase) amount to a criminal offence if the recipient does not have a licence?

That was my first thought. Well, 2nd thought, actually. My first thought was "Oh FFS!"

The black market in tobacco would blossom.

You just cannot legislate morality or health - unless it is the money to clean up the mess.

So many people have been forced to give up smoking that the Labour Government are not receiving enough in cigarette tax to keep the country running. So rather than increase the tax on cigarettes further to make up the shortfall infuriating labour voters they are trying to be clever (something their not very good at)by introducing a stealth tax called a licence to smoke.


Which is really a back door way to allow euthanasia through smoking and is therefore really a licence to kill yourself and commit suicide  when people decide life is no longer worth living due to illness or debt mainly caused by Labour increasing the licence fee to a 100 monthly payment in the budget following the introduction of the licence.


The sooner we get rid of this bloody goverment the better.

The problem is that so many think the labour party are or were the "party of the people". They simply are not, like all the rest they have to go to big business not the common man.

back to the proposition. This is just put out there to see the reaction. if a majority (of the press, etc...not you and i) like the idea then they will go for it, if not then it was simply a loony think tank.

before you know it, we will have to buy a licence to watch the crud the BBC show.

oh, and should this licence come in. whats the betting that medical care will be withdrawn from those who hold a smoking licence. sorry you have cancer, but you do smoke, now bugger off.

just a quickie, who reads the warnings on the fag packet? I have never known anyone say "wow, i could get cancer. best stop smoking".
Personally, i only buy the fags that have the warning "smoking may harm your unborn baby". Im not likely to get pregnant, so these must be safer fags...
