Sweep before mop I think. Otherwise you'll get all the little bits caught in the wet mop and be mopping a slurry back and forth over the floor. For the question in the title, dust before sweep...or you'll have to sweep again the extra dust you've just added to the floor.

Well, here's the problem. I had most of it done, 20 different ways, before I even posted this, that's what sparked my curiosity.
