Are they rusty? or just have black stuff all over it from the rubber off the brake pads?

 first clean them of dirt dust ect.  409 works great for dirt and grease (rusty a little vinegar soaking and or very fine steel wool.... are they aluminum wheels or that really ight weight stuff...
*smiles*  is that a shimano  derailer??

Must be steel if they're rusty. I'd assume you don't have a big vat of hydrochloric acid to dump them in like at my work which would be the easy way, so you might just have to get out the good 'ol fashioned sandpaper and work hard at it. Then after you get them clean you might want to spray them with some galvanizing paint, or might be called something like zinc paint, should find some at a hardware shop. This will stop them rusting again. Also while you're at the hardware shop you might be able to find some rust cleaner stuff there probably containing oxalic acid which will help.

Its a peugeot. Idk what kind, but its old. and i asked becauase i don't wanna break it ha.

Ryan soak then over night in vinegar then use a light scrubby like for dishes the green wooly one.. Vinegar disintegrates rust and eats it off if you soak it. less abrasive then sand paper.. I promise it works great! I will have to show you with and experiment with some rusted tools etc.. woks so good you wouldn't believe it! Then follow it up with a wipe down and a spray primer or such rust resistant stuff!  My husband is a huge bike fan and this is how we clean them... if you sand and there is heavy rust it could cause more damage..... soak it first then scrub with soap and hot water.. the vinegar will turn to black looking crude and stick to the spokes until you rinse well and wash off with soap and water then wipe it down dry it off and coat it with your choice of sealing paint or primer or rust preventer!
If its not too bad just use some nice steel wool and elbow grease as stated by somone in other post. Steel wool works well also.

Ryan don't do anything  that I said or anyone else told you to do.... my husband just looked at your bike and said you have a plum.... excellent old vintage puegeot bicycle and use steel wool no chemicals or strippers nothing but this special fine steel wool and the job will go faster then you will imagine.. Your bicycle is kind of a classic and in a fine condition... as it is. He wants to give you a website

Get rid of the pile of crap and get a new bicycle with suspension from your local recycle centre. I got two near new cycles a peugeot for wifey and a ridgeback 601 both 18 supurb gear mountain bikes. Wifes was in as new condition, the Ridgeback needed new bearings in the pedal shaft, now thats as new. The total cost for them was 5.00 each and a further 3.00 for the bearings.
Dunno if the US has these recycle centres.

We also have Freecycle here which is a website where everyone gives stuff away and people ask for stuff, no money changes hands and it provides a great source for most useful items we need from time to time. http://www.freecycle.org/groups/unitedkingdom/

GT85 is the normal stuff for cleaning bikes. GT85 I'm not sure how it fares on the braking surface though.

You could also fork out for some new rims. If they are worn, they could blow apart. I've got a loft full of bike wheels.

What are those cables coming out from the top of the brake levers?

And when you've got them all bright and shiny give them a good going over with some vaseline, or similar, to prevent it from all happening again.

Unfortunately, vaseline will spoil the effectiveness of the brakes!
You must make sure the rims are very smooth or they will chew up the brake blocks so you will need to change them every few months.

Karen, that isn't my bike exactly. Ha, its the only picture I found that looks like it. But alright. And guys I'm keeping it. Ha. I love that old bike.

If you use the bike the brake blocks will clean the rims. If you don't use the bike it doesn't matter much if they are rusty.

Well I sorta needa be more specific. I'm talking about the spokes. I think that is what they are called.

Simulated, what sort of tubing is your bike made out of, Reynolds or Columbus?

Are the spokes double butted?
