If all dogs were equally prone to bite people, which ever was the most common (fashionable) dog breed
in a particular region will cause the most bites because there are more of that breed.

[Although personally I'd vote for terriers as they been selectively bred to be agressive for hunting, e.g. ratting]

I thought I read a while back that german shepards were the most likely dog to bite but I too would say terriers.  My jack russell is as mean as Hell and loves to bite people.

Is that data corrected for the relative populations of different breeds of dogs?

Imagine that I invent a new breed of dog (God knows how (literally and figuratively)). Its called the "nasty". There's only one of its type in the whole universe (poerhaps a fair reason to be in a bad mood- ask Dr Who).
This dog bites me.
I can then say that 100% of all "nasties" bite. I doubt that's true of any other breed so they have the higest incidence of biting.
On the other hand, the dog only ever bites one person, me. The probablity of anyone who isn't me being bitten by a "nasty" is zero. That' almost certainly lower than for any other breed.

Extremes can always produce statistical nonsense. I'm not sure what technique was used to arrive at that conclusion, but I can well believe it.

 Yes, I did Know that, but in Germany these dogs are still pretty popular.
But whats funny is the thing, that I had to look up the word "Dachshund", even if its a german word. But I didnīt know a breed like that...they are called Dackel in Germany ;-)

Itīs like the thing with the mobiles... we use a word for that, that sounds pretty english, so most people believe english speaking people also say "Handy" to these little things...
