How do I get a really accurate time check ?

I had in mind a few nano seconds there are many easy checks in the mili second range

You would still need a GPS receiver to tell you where you are and to allow you to compensate for the transit time of the time signal to your specific location.
If you need to have nanosecond accuracy then your position must be known to within about 300mm!

Rather amusingly, the UK one is an hour out.
It's telling me that the time is 17:22 when it's 18:22

Specifying time to that presision is a very complicated process. You can always get an atomic wristwatch

This is strange for me. Your 18:22 would be the correct hour here in italy (infact that atomic clock displays exactly 1 hour less than here). I thought in UK you actually were 1 hour before than here:

Get yourself a good radioactive source.
decide where 'null'  should be.
And then start the 'counting' :)

You will have to be fast...
