How do I make a 1M solution of sodium hydroxide?

if i want to make a 1M solution of sodium hydroxide, do I weigh 20g in 500ml water?

No.
You weigh out 20g of NaOH, then add enough water to make the final volume of the solution up to 500 ml. That will take a little less than 500 ml of water.
