They are Sempervivum - common name Houseleek.

Houseleek - http://en.wikipedia.org/wiki/Sempervivum

There is also the possibility of it being a Sedum, http://en.wikipedia.org/wiki/Sedum but with over 400 different species of Sedum, I wouldn't like to hazard a guess as to which it might be.

Both these plants are members of the Crassulaceae family. Houseleeks tend to be bigger individual plants, both are succulent ground covering plants which can spread over very large areas.
