LOL....Come on, give me just a little bit of credit.  I HAD heard of them before, but it's been a very long time.  I could only remember Zoot, so yes, I did have to google to find the rest.  I prefer Hermans Hermits.

Back to the OP:

Perhaps in the hours before the photo was taken there were no parking spaces, and this was the only way the driver could park...
