Still stumped eh!

Spelt one way I have two meanings. Spelt two other ways I have one meaning in each way. All spellings are pronounced the same.

SUPER STUMPED Don_1 [:-'(] [:-'(] [:-'(]

omid super stumped,,,,,omid never felt so blank about any other riddle,,,,omid even cheated about it,,,googled it,,asked frnds family,,,even omid's dad bt all in vain,,,no one cud solve it,,,,,,

In one I am two, observed or cut.
In two I am one, on high or in pain.
But in all three ways,
I sound just the same.

Look, it's easy...

In the word 'one' I am letter number two, ie 'N'.
In the word 'two' I am letter number one, ie 'T'
'on high' means you add those two letters to the word 'over'
All this makes the word 'ntover' which is a little known outer mongolian word from the Darhan region of Ulaanbaatar, meaning 'just the same'. See? Simples.

Next time you're stuck dont forget to ask!

I am just wondering why Don went to the bother of translating the universal declaration of human rights into Mongolian and then transliterated into English characters.

Omid - this is where we have got to; we are looking for three words that sound the same but are spelled differently.  One spelling has two meanings "observed or cut". One the two spellings mean "on high" and the last means "in pain".  Don please correct me if I am wrong!

Yep, BC saw the answer. He managed to saw through the old wood, though it made his arm sore he can now be seen to soar above the rest.
