Omid, as I said, you give us questions that are so difficult to answer. I have tried to find a seven-word answer, but I can only find this eight-word answer:

HONESTLY = in an honest manner
HONESTY = the quality of being honest

HONES = hone (third person), see below

ONE = being a single thing or unit

I have failed you again, darn  :-\.  Here is the word I found with 13 words inside without rearranging the letters, but one of them is considered slang. Do I get partial credit?  [:o)]  Or is there more to it than this?  I heard 13 is an unlucky number.
