Is today's nuclear waste tomorrow's fuel?

I was listening to the last podcast.  One comment about Nuclear Waste.

Nuclear waste still has very high mass and could be used as high density fuel in future nuclear fusion reaction. It's still decade(s) away but in future it will could be energy treasure not waste.

Yea, exactly!

Instead, nuclear power plants need to constantly cool it down... a double energy wastage!

Why is that?
