How exactly does a fluorescent substance use the light to generate its own light after the light source is removed? The substance seems to store the energy and use it up until depleted......could this not be useful in improving efficiency of photocells or something?

This link http://www.scienceinafrica.co.za/2006/june/lumikote.htm makes things look positive as far as using photoluminescent material to improve the efficiency of light powered cells etc.
