Why hasn't a space craft landed on Enceladus?

Why hasn't a space craft landed on Enceladus to explore the landscape and drill down to see if there is an ocean there beneath the surface and to test for things?

Simply because one hasn't been designed to do this job yet and it will take many years and a great deal of money to design one.  it will also take many years for the spacecraft to get there even after it has been launched.
