I have a question that I may have the answer to, in other words if it has not been done yet its not possible.
 
Is there any possibility of costructing an (always on) motor using magnets to propel the rotor?

It is not possible to obtain a continuous supply of power from permanent magnets, magnets do indeed store power in a similar way to batteries do but it is not easy to extract it and when its gone its gone
