If you want Electrons moving unimpeded in a vacuum tube such as a CRT or XRay bulb they can be emitted by a hot cathode or a sharp pointed electrode.
The flow of electrons in a conducting wire is very slow the the energy in the circuit travels in the form of an electromagnetic field.
