For what purpose?
You can lift small 'batches' of water with a bicycle pump...

I need it to lift small volume of water  at a low speed  through a canal of 10cm,

I'll put the devise in a small bath so to permanently oxygenate the water.

How 'homemade' are you envisaging this pump being?

Properly homemade could be a small Noria driven by an old alarm-clock movement...

An easier solution could be to use a screen wash electric pump from a car (check out a local scrapyard). Run it from a 12v adaptor plug (safe too) from, say an old internet router.

Sounds like a "water feature" pump ... http://www.waterfeatures2go.co.uk/Pumps-c-27.html

Running a "homemade" pond pump from mains electricity is a definite no-no.
