I am not sure if I totally understand the idea of time travel when moving at a fast rate towards outer space.  Obviously, time slows down to the people traveling to space, and more time passes for the people on Earth.  My question is...If time slows down traveling away from the Earth, why would it not speed up traveling back to the Earth, and therefore somewhat cancelling out the time differences...?

No the time slowing down effect is a function of travelling at a velocity significant compared with that of light (or being in a deep gravitational well) and is not a funtion of where or what direction you are travelling.  You are also not strictly travelling through time you are just ageing slightly slower as a result of moving so fast.
