It's only going to do work if the wind speed and/or direction are continually changing. That means it's not going to collect a large amount of the available wind energy.

I like your animations.  Great tools!!!

It would work on the variability of the wind...  gusts would be enough if it was self-centering.

As mentioned earlier, it is somewhat like a "tree generator" that has been proposed.  If designed right, it might be less harmful to birds than a conventional generator.  However, I'd have to agree with Geezer that the overall efficiency is likely low, with significant complexity due to lots of moving parts.

4 pumps would be sufficient.  And, with a ball swivel and double-acting pumps, perhaps 2.
