We posed this question to Peter Braesicke from the University of Cambridge...
Peter -  Itís definitely more water in the oceans because the atmosphere does hold a considerable amount of water, but compared to all the oceans, itís still pretty small.

We had a angle on that one before methinks. How much water can be held in suspension in the atmosphere?
